​I am currently an Assistant Professor of Public Finance in the Department of Public Policy, Management, and Analytics at the University of Illinois Chicago (see my profile here). In 2023-25, I explored the D.C. policy world as a Senior Policy Analyst at the Tax Foundation (see my profile here), where I conducted research on state and local tax issues. I hold a Ph.D. in public finance from the O’Neill School of Public and Environmental Affairs at Indiana University, an M.S. in Economics from the University of Bonn, and a B.S. in Public Administration from St. Petersburg University. Before coming to the United States, I worked as a researcher at Leontief Centre and participated in several World Bank projects dealing with issues of public financial management and project evaluation in the public sector.

My research explores various topics in subnational public finance, including state and local taxes, municipal borrowing, fiscal federalism, and the political economy of intergovernmental relations, with a particular focus on the United States and Russia.
