I am currently a Senior Policy Analyst at the Tax Foundation (see my profile here) where I conduct research on state and local tax issues. I am also an Adjunct Lecturer in the School of Public Policy at the University of Maryland. I hold a Ph.D. in public finance from the O’Neill School of Public and Environmental Affairs at Indiana University, an M.S. in Economics from the University of Bonn, and a B.S. in Public Administration from St. Petersburg University. Before coming to the United States, I worked as a researcher at Leontief Centre and participated in several World Bank projects dealing with issues of public financial management and project evaluation in the public sector.
My research explores various topics in subnational public finance, including state and local taxes, municipal borrowing, fiscal federalism, and the political economy of intergovernmental relations, with a particular focus on the United States and Russia. My work has been published in International Journal of Public Administration, Eurasian Geography & Economics, Public Finance Review, Post-Soviet Affairs, and the Russian Journal of Economics.
